One

Retail first, and a population that has held level

Medicine Hat had 63,271 people in 2021 against 63,260 in 2016, a count that has barely moved. Statistics Canada's latest count found 2,334 businesses with employees. Retail trade led with 331, followed by health care (307) and construction (251), three groups within 80 businesses of one another.

Alberta has no provincial sales tax, so a Medicine Hat shop charges only GST, at 5%. That changes once goods leave the province. When a registered shop delivers, mails or couriers an order to a customer in a harmonized province, the rate follows the customer's province: 13% in Ontario, for instance. HBT works from Calgary and handles Medicine Hat files remotely.

Four

A Medicine Hat shop ships an order to Ontario. Which tax does it charge?

Ontario's HST at 13%, not Alberta's 5% GST. For goods a supplier delivers, mails or couriers to a customer, the CRA treats the place of supply as the province where they are delivered or sent, and that province's rate applies. The sale still goes on the shop's own GST/HST return, filed with the CRA. A shop under the $30,000 small supplier limit that has not registered charges neither tax.
